Fordham Institute Names Citizens Academy a Needle in the Haystack

In a city where only 49% of students pass reading exams, 92% of of children attending Citizens Academy in Cleveland pass. This type of excellence is rare around the country but central to STC schools. To find out just what Citizens' Academy is doing to garner such achievement, Fordham Institute spent 16 days with the school and examined what they found.
